Small Business Plan
Each Subcontract will require participation by entities currently qualified and/or certified as small business, small disadvantaged business, woman-owned small business, HUBZone small business, veteran-owned small business, and service-disabled veteran-owned small business enterprises, in the minimum percentages as detailed below.

Apprenticeship Plan
Subcontractors are obligated to utilize apprentices during the execution of the work on the Coast Guard project in conformance with the Davis Bacon Act and all other Federal and local laws, and agree to ensure that all of its subcontractors comply with the apprenticeship requirements of the Project.
If Subcontractor does not have a registered apprenticeship program, it is recommended that Subcontractor develop a registered apprenticeship program or align with an established and approved local apprenticeship program to meet the requirements of the Contract Documents.
Successful subcontractors will be required to provide documentation of their Apprenticeship Plan and reports supporting their apprentices employment, and recruitment programs that have been implemented to identify and help prepare candidates from the local community and other adjacent areas for acceptance into apprenticeship programs.

Documents
This project includes Sensitive But Unclassified (SBU) building information. Documents available for the Coast Guard project are intended for use by authorized users only. In support of this requirement, GSA and Clark require the exercise of reasonable care when handling documents relating to SBU building information. Dissemination of information shall only be made upon determination that the recipient is authorized to receive it. The criterion to determine authorization is need-to-know. Those with a need-to-know are those who are specifically granted access for the conduct of doing business with the Government.
Valid identification for non-Government users is required to receive SBU building information for each dissemination. Valid identification shall include (a) a copy of a valid business license or other documentation granted by the state or local jurisdiction to conduct business; (b) verification of a valid DUNS Number; and (c) a valid IRS Tax ID Number; and, as necessary, (d) a valid picture state driver’s license.
Retaining and destroying documents, term of effectiveness, and written agreement of disposal is required to safeguard the SBU building information.

Networking Events
On Thursday, October 28, 2010, at the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Avenue, NW, Washington, DC, Clark participated as an exhibitor in The U.S. General Services Administration (GSA), National Capital Region (NCR), premiere procurement conference targeted to assist the small, small disadvantaged, woman-owned, HUBZone, 8(a) certified, veteran and service-disabled veteran small business community. The theme for this year’s event was "Access to Success."
As part of the conference, Clark’s electrical subcontractor Dynalectric Corporation served on a panel discussion to give small businesses the chance to hear directly from large companies looking for small business subcontractors. Attendees learned about Dynalectric’s current contracts, subcontracting opportunities available, and their vetting process for selecting small business subcontractors.
Clark Construction was presented with the Whitney M. Young Jr. Community Service Award on March 17, 2010 at the 38th Annual Whitney M. Young Jr. Memorial Gala held at the Marriott Wardman Park Hotel.
This award was for Clark’s community service. Most of Clark’s giving is focused on education, youth, and the arts. Clark provides monetary gifts, volunteer support, and pro bono work to a wide variety of community-based organizations each year, including Rebuilding Together with Christmas in April, Samaritan Inns, So Others Might Eat, Habitat for Humanity, Chesapeake Bay Foundation, Northern Virginia Family Services, Catholic Charities USA, Jewish federation of Greater Washington, American Red Cross, Jubilee Housing, Spanish Catholic Center, and DC Rape Crisis Center.
On March 27, 2010, Clark participated in the Employment Quest Job Fair at the SE Tennis and Learning Center at 701 Mississippi Ave., SE, Washington, DC 20032.
On April 21, 2010, members of the Clark Team participated in the 2010 OSDBU Procurement Conference at the Dulles Expo Center, Chantilly, Virginia.
This conference, sponsored by the Federal government Offices of Small and Disadvantaged Business Utilization, was originally established in 1990 as the Procurement Opportunities Conference & Exposition. The purpose of the conference is to provide networking and educational opportunities to all conference participants.
For 18 years, the conference has been successful in bringing small businesses, large corporations and government agencies together in one place. Members of the Clark Team will speak at workshops and conduct interviews with small businesses.
